State Requirements

Required Continuing Education Hours

Life and Health Producers
30 CE hours are required every 2-year license term. 2 hours of the required 30 CE hours must be in ethics and/or consumer protection. Those who hold more than one license are not required to complete more than 30 hours (including 2 hours of ethics and/or consumer protection). Producers must complete at least 15 hours (50% of their required CE) in certified classroom or classroom equivalent courses; up to 15 hours may be completed with self-study courses.

Producers planning to sell the following products have special training or education requirements as described below:

Special Training/Education Requirements

Annuity Training

  • Initial 4-Hour Annuity Training Requirement: Before selling, soliciting, or negotiating annuity products In Texas, producers must complete a one-time annuity training course approved for at least 4 hours. Licensees who are exempt from Continuing Education are not exempt from the initial training requirement. *Nonresidents who satisfy the annuity training requirements of another state with substantially similar annuity requirements will be deemed compliant. Please contact the Texas Department of Insurance for more information.
  • Ongoing 8-Hour Annuity Training Requirement: Following the initial annuity training requirement, all producers who continue to sell annuity products must complete 8 hours of department-certified annuity continuing education every license period thereafter.

Medicare Training

  • Initial 8-hour training requirement: All producers who sell Medicare-related products must receive 8 hours of professional training prior to selling such products. Licensees who are exempt from Continuing Education are not exempt from the initial training requirement.
  • Ongoing 4-hour training requirement: In each license term following the term in which the initial 8-hour certification course was completed, producers who continue to sell Medicare-related products must complete 4 hours of department-certified Medicare-related training as part of their general CE requirements. Licensees who are exempt from Continuing Education are not exempt from the ongoing training requirement.

Long-Term Care Partnership (LTCP)

  • Initial 8-hour training requirement: Licensed LAH producers who plan to sell long-term care insurance in conjunction with Texas’s partnership program are required to first complete Department of Insurance-qualified and Texas-specific 8-hour LTC partnership certification training. The training must be completed no later than the date on which a represented carrier introduces a partnership policy. The 8 hours of LTC partnership training may be counted toward the producer’s CE requirement. Licensees who are exempt from Continuing Education are not exempt from the initial training requirement.
  • Ongoing 4-hour training requirement: In each license term following the term in which the initial 8-hour course was completed, producers who continue to sell LTC partnership insurance must complete 4 hours of department-certified LTC training as part of their general CE requirements. Licensees who are exempt from Continuing Education are not exempt from the ongoing training requirement.

Property and Casualty Producers
30 CE hours are required every 2-year license term. 2 hours of the required 30 CE hours must be in ethics and/or consumer protection. Those who hold more than one license are not required to complete more than 30 hours (including 2 hours of ethics and/or consumer protection). Producers must complete at least 15 hours (50% of their required CE) in certified classroom or classroom equivalent courses; up to 15 hours may be completed with self-study courses.

Special Training/Education Requirements

Flood Insurance
To comply with the minimum training requirements established by the Federal Emergency Management, producers who sell standard flood insurance policies issued through the National Flood Insurance Program must complete a one-time 3-hour department-certified flood training course.

Life/Health Insurance Counselors, Managing General Agents (MGAs), Full-Time Home Office Employees
30 CE hours are required every 2-year license term. 2 hours of the required 30 CE hours must be in ethics and/or consumer protection. Those who hold more than one license are not required to complete more than 30 hours (including 2 hours of ethics and/or consumer protection). Producers must complete at least 15 hours (50% of their required CE) in certified classroom or classroom equivalent courses; up to 15 hours may be completed with self-study courses. Certain products require additional training.

Limited Lines (LAH, PC) Producers, County Mutual Producers, Life Insurance Less Than $15,000 Producers
10 CE hours are required every 2-year license term. 2 hours of the required 10 CE hours must be in ethics and/or consumer protection. Producers who hold more than one license are not required to complete more than 10 hours (including 2 hours of ethics and/or consumer protection). Producers must complete at least 5 hours (50% of their required CE) in certified classroom or classroom equivalent courses; up to 5 hours may be completed with self-study courses. Certain products require additional training; please see above “Special Training/Education Requirements” section.

Adjusters and Public Adjusters
30 CE hours are required every 2-year license term. 2 hours of the required 30 CE hours must be in ethics and/or consumer protection. Those who hold more than one license are not required to complete more than 30 hours (including 2 hours of ethics and/or consumer protection). Adjusters must complete at least 15 hours (50% of their required CE) in certified classroom or classroom equivalent courses; up to 15 hours may be completed with self-study courses.

Nonresident CE Requirements
A nonresident producer who becomes a Texas resident between renewals of his or her Texas license is immediately subject to Texas CE requirements and must complete a prorated schedule of CE study. Producers are encouraged to contact the Texas Department of Insurance to determine their CE requirements.

Nonresident producers planning to sell the following products have special training or education requirements as described below:

  • Ongoing 4-hour training requirement: Nonresident producers are advised to follow the ongoing LTC training requirements of their resident states and their insurers.

Medicare Training

  • Initial 8-hour training requirement: Nonresidents are not required to comply with the Medicare Training requirement.

License Term
The license renewal date is 2 years from the license issuance date, and every 2 years following. All required continuing education hours must be completed before the expiration date of the license.

Example: For a renewal date of March 31, 2011, all CE must be completed on or before March 30, 2011.

CE Subject Requirements

  • Category restrictions: Licensees must complete at least 50% of their required CE hours in certified classroom or classroom equivalent courses; up to 50% of CE hours may be completed with self-study courses. Those who hold more than one license are not required to complete more than 30 hours (10 hours for limited lines) including ethics and/or consumer protection.
  • Course presentation: Continuing education credit can be earned for self-study courses (print or online), classroom courses, or classroom equivalent courses.
  • Study requirements:
    • For self-study courses, students should read the course material prior to taking an open-book, non-monitored final exam.
    • For classroom equivalent courses, no final exam is required, but students must take and pass a series of interactive inquiries or quizzes throughout the course with a minimum score of 70 percent for each interactive quiz.

Final Exam Requirements

  • Exam proctor requirements: Self-study final exams are open-book and do not require a proctor. Students may refer to the course material as often as needed.
  • Exam rules: Self-study final exams courses are open-book. During the examination, producers may refer to the course materials or notes. The final exam must be passed with a score of at least 70 percent. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

CE Carryover Allowance
Excess hours earned in one license term may not be carried forward to a subsequent license term.

Producers are not allowed to correct a shortage of hours for a prior license term by completing additional hours in a subsequent license term.

Course Repetition Rules
Credit will not be given for any course taken more than once in any 2-year license term.

CE Completion Reporting

  • For Most States you will be able to print your certificate of completion online once you have completed your exam.
  • We usually report to the State Department of Insurance or regulatory board by the next business day.
  • It may, however, take your State DOI or regulatory board up to 30 days to report your completion results on their systems.

License Renewal Process
The Texas Department of Insurance considers the filing of a properly completed license renewal application as the licensee’s certification that all required CE hours have been completed for the license term. The renewal of a license does not relieve the licensee from satisfying the CE requirements for any license term. Failure to obtain the required CE hours without having requested and been granted a prior extension will subject the licensee to administrative action.

CE Exemptions

  • Nonresident producers who are in compliance with their resident state’s CE requirements are exempt from the Texas CE requirement with the exception of the state-specific product training requirements (Long-Term Care products).
  • Nonresident adjusters who are not licensed in their home state or whose home state does not have a CE requirement may submit a letter of certification from another state in which they are licensed and in which they have completed continuing education study.
  • Licensees who on or after January 1, 2003, have been continuously licensed for at least 20 years may apply for an exemption from the CE requirement. To apply for this exemption, licensees must submit a written request to the Department of Insurance.
  • Producers may apply to the Texas Department of Insurance for an extension to receive more time to complete their CE requirement due to illness, medical disability, or circumstances beyond their control. Business reasons do not constitute circumstances beyond the producer’s control. Unless an extension has been granted, those who have not met their CE requirements by their license renewal date will be in violation of the state’s rules.
